14 Levies
The Council shall have the power to levy members when it is deemed necessary to achieve a particular object, providing always that no member shall pay a levy of more than ten dollars ($10) in any one year.
15 Register of members
The Council shall keep or cause to be kept a register of members in accordance with the provisions of the Industrial Relations Act 1999 (Qld).
16 Unfinancial member
A member owing membership fees or a levy for a period of three (3) months after they first become due shall be deemed to be unfinancial and shall not be entitled to any of the rights or privileges of membership, or to participate in any ballot of members of the Union or to vote or speak at any meeting of the Union.
17 Recovery of membership fees and levies
All fees, levies and fines not paid in accordance with these Rules may be recovered as provided by the Industrial Relations Act 1999 (Qld) by the Secretary acting in the name of the Union upon and after a resolution of the Council authorising the Secretary so to act, but fourteen days notice of intention to sue shall be given to the member concerned before proceedings are instituted.
18 Qualifications for office
(a) A candidate for the Council or the position of any of the offices of the Union shall have been a financial member for one year immediately preceding the date of nomination for office with the exception of Branch delegates and alternate delegates who shall have been a financial member for six months immediately preceding the date of nominations for office. No person who holds office or any paid position of any other association, organisation or union with industrial objects (except an office or paid position in the Australian Nursing Federation) shall be eligible to nominate or hold office:
Provided also that full financial membership, for a continuous period of up to three months within that one-year period, in an organisation registered as an industrial union of employees in the calling of nursing outside the State of Queensland, shall count as financial membership of the Union for the purposes of this rule.
(b) Nominations shall be in writing and signed by three other members of the Union with the exception of Branch elections where the member nominates themself.
